It is illegal for them to sell or you to received controlled substances into the USA. I buy my medication from reputable online pharmacies that do not sell narcotics like http://www.4-rx.net or http://www.xldiscountpharmacy.com

Off shore pharmacies (outside the US) will mail drugs that are legal to mail from their respective countries and they don't break any laws by doing so. Whether or not it's legal for you to purchase these drugs is a gray area. If you have any doubts, don't do it: If you can't get the drugs you are seeking from a US doctor, there is probably a reason why they are turning you down. Shopping for a third-world doctor is probably not the best decision you can make unless your only motivation is that you can't afford the US brand name version of a drug. If that's the case then good luck and I hope that what you are getting is what you think you are ordering.
Don't order controlled substances classes 1-4. They monitor that, and it's probably a ripoff anyway.
It is illegal for any American to import drugs. No reputable mail order/internet pharmacy will have their doctors write a prescription for you. They only accept previously written prescriptions.
