';allow the president to ';declare a cybersecurity emergency'; relating to ';non-governmental'; computer networks and do what's necessary to respond to the threat. ';

Congress isn't trying to do anything right now. Congress is currently on recess. I believe one congressperson, Sen. Rockefeller, is trying to do this to make himself feel important. He wants to patch up the potential security breaches that the internet holds by granting the president emergency powers to act on these types of threats.





Personally, I don't like this anymore than I liked the Patriot Act. As the internet company representatives in the article stated, the wording is too vague. Exactly what powers the president could wield in a cybersecurity emergency or even what constitutes a cybersecurity emergency need to be hashed out in order to prevent abuse of this new presidential power.





Why does this bill scare conservatives so much when they didn't seem to have any problems with the Patriot Act?
There are Republicans behind that idea. No way and no how is Obama involved. No where did your article link say that Obama wants this, and he has much to do. I doubt this bill would be passed by Congress. It has to be passed first where he could veto it.
