Unless you set up a single computer AS a router, no network member computer running any software can speed up or regulate internet access. This is due to the ';star'; design inherent in Ethernet networks.
I am assuming that you have multiple Windows computers connected to the internet through a consumer broadband router. Slow internet speed usually means that your ISP is having network problems; it could also mean that one computer on your network is ';hogging'; all the available internet bandwidth.
First, find out if it's just one of your computers. Most routers have a log feature, and a computer using more than it's fair share should show up on the log more frequently than others. To verify the log's evidence, unplug the problem computer and see how performance is affected for the rest of the computers.
If none of the computers on your network appear to be causing the problem, you can find out where on the internet the problem is. Click START, RUN, and then type CMD and click OK. Now type TRACERT WWW.GOOGLE.COM. Traceroute will give times to get between hops... all stars means that one of the hops is unreachable. That's where the problem is!
